Using asset ages and an engineering conditions assessment, prepared a short- and long-term asset replacement plan for a two million square foot facility, accompanied by recommendations for funding alternatives.

Assisted with the enhancement of a strategic planning model utilized by the business school in the development of its strategic plan and annual budget. Developed documentation and detailed guidelines on the functionality of the model.
Business Tax Restructuring
Led the analytical effort and supported the successful legislative approval process to restructure city business taxes in order to provide a predictable and steady revenue stream and a fair structure that encouraged investment in the city.
Capital Investment Prioritization
Structured a capital investment program that prioritized investments based on criteria such as return on investment, leveraging of funds, cost effectiveness, safety improvement, mobility improvement and feasibility.
Convention Center Financial Plan
Prepared the initial financial plan used to obtain legislative approval and financing for the construction of a new convention center.

Drafted debt and investment policies recognizing legal constraints, debt capacity, risk alternatives & business plan goals for a newly formed government authority.
Principal in over $4.5 billion of short- and long-term financing transactions with domestic and international debt and equity participants. Prepared and presented rating agency and Board presentations for short-term credit facilities, construction financing, mortgages, tax-exempt revenue and refunding bonds, and lease financings.
Faculty Practice Planning Model
Developed a user friendly business planning model for Medical Center departments to allocate central billing costs under various assumptions and alternatives.

Drafted an award-winning five-year financial strategy focused on achieving and maintaining budget balance for a major U.S. city.

To ensure spending predictability and budget conformance, a fuel hedging program was developed for three operating units of a national company, each with distinctive volume consumptions, operational issues and financial goals.

Developed a 20-year capital plan for the nation’s passenger railroad, dividing needs into current and growth services. The plan utilized the corporation’s business plan strategies, addressed deferred capital investment and quantified the dollars necessary to bring the company’s assets to a state-of-good-repair.
